WASHINGTON, July 23, 2009 – The Federal Emergency Management Agency (FEMA)’s National Exercise Division has selected Ogilvy Public Relations Worldwide (Ogilvy PR), a global, multi-disciplinary communications leader, and L-3 Communications’ Global Security & Engineering Solutions (L-3 GS&ES) division, an advanced security solutions and services company, to support the National Level Exercise for 2010 (NLE 2010). The teams will provide exercise support in design, development, conduct and evaluation of the multi-million dollar, 18-month effort.
The National Level Exercise, formerly known as TOPOFF, is the nation’s most comprehensive emergency preparedness exercise, testing the full range of incident-response capabilities through a variety of real-world disaster scenarios. Each NLE cycle comprises a series of exercises, training events and seminars that culminate in a week-long, full-scale exercise involving Federal, State and local emergency responders, as well as top elected and appointed officials at all levels of government, including members of the President’s Cabinet.

Since the series began eight years ago, national exercises have been successfully conducted in more than 10 states and territories, or exercise venues, across the US. Most importantly, the exercise has allowed thousands of emergency responders and elected officials to practice and hone their abilities to respond to, and communicate effectively, during an emergency.
During NLE 2010, the Ogilvy PR team will develop and implement simulated media responses to the exercise “disasters” that mimic the intensity of media coverage during disaster situations and stress the abilities of top officials’ and public information officers’ to communicate effectively with the public. The team will also play a critical role in helping FEMA manage real-world media coverage of NLE 2010 and ensure Federal and State officials, Members of Congress and international observers gain a better understanding of the exercise through a live and in-person observer program.
The contract began in May of 2009.
